Call for experts – curricula on land governance
Mainstreaming of Guidelines for the Development of Curricula on Land Governance in Africa
Background:
The Africa Union Agenda on land which is captured in the Framework and Guidelines on Land Policy in Africa, the Declaration of African Heads of state and Government on Land Issues and Challenges and the Guiding Principles on Large Scale Land Based Investments in Africa underline the importance of building human and institutional capacity for sustainable land governance in Africa. Learning institutions, which produce land professionals, are at the core of capacity development. To build the capacities of the Institutions of Higher Learning in Africa, the African Land Policy Center (ALPC) with the support of BMZ/GIZ-SLGA and other partners have set up the African Network of Excellence on Land Governance (NELGA). NELGA seeks to enhance the role of universities and research institutions to support land policy development, implementation and monitoring in Africa.
Recognizing the complexity of contemporary land governance industry, ALPC undertook research to determine gaps in the training of land professionals. The research findings showed that although the curricula currently being used for the training of land professionals have thus far served the continent well, there are gaps that need to be filled in order to address the complex land tenure systems on the continent and the growing calls by industry for relevance and appropriateness. As a result, ALPC in partnership with African Universities and other partners has put together Guidelines for the Development of Curricula on Land Governance in Africa. The Guidelines have been endorsed by the African Union and are ready for uptake by Universities and other Institutions of Higher Learning on Land Governance in Africa.
Call for Experts
It is in this context that the ALPC in partnership with the GIZ programme; Strengthening Capacities for Land Governance Program in Africa (SLGA) and other partners in the Network of Excellence on Land Governance in Africa (NELGA) are seeking support from land governance experts to examine and apply quality standards and ensure mainstreaming of the Guidelines for the Development of Curricula on Land Governance in Africa. The Guidelines seek to fill gaps in the curricula used to train land professionals in Africa.
The experts will support universities and other training institutions in Africa to operationalize the Guidelines in their curricula. The experts will have evidence of demonstrable research, teaching and curricula development experience related to land governance. They will also have multi-disciplinary approaches in their work as well as a deep understanding of the thematic areas covered in the Guidelines.
- Duration: The above activities will be periodical in nature for a period not exceeding three months
- Education: A Ph.D in land administration, land economics, urban development, international relations, public administration or related areas
- Work: A minimum of ten years of progressively responsible experience in teaching, research, publishing or policy work in a land governance related field
- Skills and expertise: Knowledge of different aspects of land governance and curriculum reform issues in Africa is required. The expert will also have experience in leadership and knowledge generation and sharing
- Languages: Fluency in one of the working languages of the United Nations Secretariat (English or French), both oral and written, is required. Knowledge of the other is desirable.
